Gwinnett Place is supported by several planning and redevelopment tools designed to encourage investment, mixed-use development and long-term economic growth.

Gwinnett Place Overlay District

Created by the Gwinnett County Board of Commissioners, the Overlay District guides redevelopment of the former Gwinnett Place Mall area through streamlined development standards aligned with the Gwinnett Place Mall Equitable Redevelopment Plan and the County’s 2045 Unified Plan.

Venture Drive Redevelopment Overlay District

The Venture Drive Overlay promotes a vibrant, walkable urban environment featuring mixed-use development, high-density housing, office space, retail, recreation and multimodal transportation options.

The Gwinnett Place Tax Allocation District (TAD) is a powerful economic development tool that helps finance infrastructure and redevelopment projects within the district.

Established under Georgia’s Redevelopment Powers Law, the Gwinnett Place TAD is one of five county-sponsored TADs and supports transformative redevelopment by reinvesting future property tax growth back into the area.

Business Incentives and Opportunity Zones

Businesses investing in the Gwinnett Place area may qualify for valuable state and local incentives.

Global Villages Opportunity Zone

Eligible businesses creating at least two net new jobs may qualify for Georgia Opportunity Zone tax credits through 2033.

Less Developed Census Tracts (LDCTs)

Qualified Georgia Target Industries creating more than five jobs may receive enhanced Job Tax Credits of up to $3,500 per job annually for five years (up to $17,500 per job created).

  • Reduced business occupation taxes
  • Reduced water/sewer charges
  • Acceleration of development reviews
  • Acceleration of public hearings
  • Tax increment financing through the Gwinnett Place Tax Allocation District (TAD)

Targeted industries eligible for special consideration include headquarters, advanced communications, IT, healthcare, life sciences and manufacturing/logistics. Qualifying businesses must meet certain employment and investment thresholds, which are more easily obtained in the CID.
